In our recently concluded poll, overwhelming percentage of people said that CARA needs to be overhauled for a question "Not promoting domestic adoptions is a violation of UN convention on the rights of the child rights, and your response"?
I agree that the poll was not scientifically validated nor the sample was large enough but the issue seems to be relevant. CARA is not actively promoting domestic adoptions, and allegedly accused of mishandling of investigations etc. Overhauling of any organization must be looked at from a constructive point of view to improve efficiency and effectiveness but not from the point of view of punishment.
In this background, if you have a choice to overhaul CARA, what kind of model would you use? There can be any number of models that can be experimented with such as "Separation of powers", "Decentralization", "Independent regional offices", and "Automation of operations" or combination of two or more above said options.
In a democracy process, it is the collective decision making process that brings the best out. So let us work with CARA to help them see where they have room to improve.

I'm not familiar with the details on CARA's activities or in-activities in promoting domestic adoptions.
However, several domestic Indian agencies are very active and successful in this, including BSSK in Pune and IAPA in Mumbai. It is my understanding that the statistics show dramatic increase in domestic adoptions.
Here is the CARA web site that gives statistics of adoptions: http://www.cara.nic.in/database.htm Average number of domestic adoptions done from the year 2001 to 2005 (2006 had incomplete information and that year is not added to calculate the average) came up to be 2480 per year.
On September 30th of 2007, CARA published a list of all the RIPA's and Shishu Greh's and total that I had counted came up to be 134.
you divide 2480 adoptions by 134 adoption agencies, the number is 18.5 adoptions per year per adoption agency or 1.5 adoptions per month.
If there are agencies that have been successful in placing children in domestic adoptions, they must be commended and CARA must explore ways and means to incorporate such strategies in other agencies.
