Course for adoptive parents/ professionals

As the United States and India are becoming Hague Convention for Inter-Country adoption signatories, both countries are required to comply with their guidelines. One of the requirements for the prospective adoptive parents (PAP's) and professionals is that they have 10/ 20 hours of mandated education on the subject respectively.

National Council for Adoption (NCFA) announced an interactive, online course for the PAP's and professionals. Course fee is 95 dollars for a single person and 175 dollars for a couple. This course offers 8 hours of required education.

My only query to this educational course is: where do we get the other two hours of education? Do the PAP's have to go somewhere else to spend the same amount of money to get those two hours again?
